Each city has different rules. The dragons as a whole follow the King of Dragons. Humans use mayors. Elves use high priests. and dwarves use a king. The kind of dragons is raised from a special egg. humans vote on their mayors. Elves use the oldest to rule. and Dwarves chose who rules by whoever is strngest.

Evil dots the lands in the shape of corrupted races. Whether they be dragon or human, elves or dwarves, if they are corrupted they are evil. The Lich king rules the corrupted. He is an old dragon from the era of peace that has found a way to live by pouring his life force into phylacteries.
