There are multiple levels of the powers. They are graded from F-E-D-C-B-A-S-SS-SSS grade with sss being equal to a god or possibly even stronger. Don’t look down on F grade although the weakest it’s still a superhuman. Ordinary people without any help of other people either a school or a clan or a faction will have trubble even reaching F grade without a good talent. There is said that in the army ur a elite soldier of ur a F grade soldier. And each grade up is much more rarer. Most of the peak powers in this world has only a S grade person in charge.
