World Overview

The world is set during the late 1990s to the present day, but with all the chaos created through unregulated corporate control, unbridled fascination with biotechnology, and widespread corruption within our systems. It has a wide range of technological advancements (from today’s everyday technologies to extreme and immoral bioengineering - gene editing, mind controlling parasites, AI, clone technology, cybernetic enhancements, and super-viruses beyond anything we could imagine). The difference here is that this world is very fragile. Outbreaks have repeatedly wiped-out cities, toppled governments, and made biological warfare commonplace, and the government's response is always either too slow, too dishonest, or too selfish. This world views science as an amoral tool for advancement and development, thus resulting in "zombies" that are intelligent, bio-organic weapons and cults formed around the idea of "evolution", making survival horror part of the larger context of conspiracy theories, international conspiracies and the fear of a world that continues on as if it were normal, even though it knows that at any given time it can collapse into total chaos. Magic Level: None. "Magic" consistently sticks to a "science-gone-wrong" formula rather than fantasy or paranormal concepts. Abilities that appear magical or superhuman re products of genetic engineering. Illusion/Hallucinations are apparent supernatural phenomena, such as ghosts or floating objects, are often revealed to be hallucinations caused by exposure to infection. Technology Level: A mix of late-20th-century conventional technology and advanced, near-future, or sci-fi biotechnologies. While daily life resembles the 1990s/2000s, specialized organizations like Umbrella utilize cutting-edge bioweapons, advanced surveillance gadgets, cybernetic implants, and sophisticated weaponry.

Geography & Nations

1. Raccoon City was an industrial city located in the Midwestern United States. It was best known as the home of the pharmaceutical conglomerate Umbrella Corporation, which by 1998 employed approximately 30% of the city's population. In September 1998, Raccoon City became the epicenter of a viral outbreak later known as the Raccoon City Incident, caused by the t-Virus. The catastrophe culminated on October 1st, 1998, when the U.S. government carried out the Sterilization Strategy, a missile strike that completely destroyed the city in an effort to contain the infection. At present, the remains of Raccoon City are sealed off from the public, with access restricted exclusively to U.S. government personnel. Raccoon City was largely, if not totally, encircled by a mountain range known as the Arklay Mountains, which were themselves contained within a larger region called Raccoon Forest. The city's northern extremities were particularly close to this wilderness, starting from Lynn Valley. Several rivers flowed out of the mountains, including the Marble, Aimes, and Circular, the latter of which flowed through Raccoon itself. The forest was not totally devoid of human life, however. Villages such as Stone Ville and Cedar were located within this area, along with the Umbrella Chemical Plant and a hospital that was closed in 1993. The city west of the Circular was separated into Uptown Raccoon City, covering the south, and Downtown Raccoon City, covering the north, with Ennerdale Street and the Raccoon Police Station forming the border. Not much is known of Raccoon City east of the river, other than it being the site of Raccoon University and, to the north, the industrial zone home to Incineration Disposal Plant P-12A. 1.1. The Viral Outbreak. The return of the four S.T.A.R.S. veterans and their pilot, Brad Vickers, caused a serious problem for the company's control of Raccoon City. They were able to slow down any official police investigation due to their control over the Mayor and Chief of Police Brian Irons but made plans to assassinate the S.T.A.R.S. officers if it was found they were conducting an unofficial investigation. S.T.A.R.S. itself was shut down and replaced with Raccoon S.W.A.T. Redfield, Chambers, and Burton left the city for their own reasons, while Valentine continued her investigation within the city. Over the course of September, the t-Virus made its way into Raccoon City, largely due to Dr. William Birkin allowing nearby Umbrella facilities to be contaminated to prevent them from stopping him from handing over the experimental Golgotha Virus to the U.S. military. By September 16, the Raccoon General Hospital had wards locked down to slow the spread of the t-Virus, which was understood by its local name as the "Cannibal Disease." On the night of Tuesday, September 22, Dr. Birkin was attacked by an Umbrella Security Service team sent to retrieve the sample. This led to a series of events that culminated in the t-Virus contaminating Victory Lake via infected rats and entering the water supply. The city was put under martial law by the U.S. Department of Defense on September 24 as tens of thousands of residents mutated into zombies. The United States Army, the Army National Guard, and the Umbrella Biohazard Countermeasure Service (UBCS) were sent to supplement the efforts of the ASD, the RPD, and the Raccoon City Fire Department (RFD) in the evacuation of civilians. Despite the efforts, the infection continued without major opposition. The U.S. Army and Army National Guard actually had the soldiers stationed on the outskirts of the city to prevent anyone from discovering the government's deal with Birkin from coming out. By the night of Tuesday, September 29, the city was overwhelmed, and the Raccoon Police Station was abandoned. Following an emergency meeting in Congress over what to do to control the outbreak, the President made the highly controversial decision to fire an experimental thermobaric missile at the city. The operation began after daybreak on Friday, October 1, destroying the entire city. The official death toll was over 100,000. The President resigned after this event, faced with public outrage at his decision to destroy the city. The further the outbreak progressed, the more the quarantine zone widened. Some people left those areas to steal and take what was necessary, leading to multiple confrontations against the authorities. What was left of Raccoon City and the surrounding area was locked down to contain any surviving biohazardous material. A government research outpost was constructed at the center of the ruined city, in which surviving material could be cataloged for research. 1.2. Racoon City’s Legacy. The destruction of Raccoon City had global ramifications. No longer committed to their illegal investment in bioweapons from Umbrella, the U.S. government turned on the corporation and banned Umbrella USA from conducting business before liquidating it. Umbrella was also faced with the payment of compensation to victims' families. The corporation contested these lawsuits in what became known as the Raccoon Trials. As the U.S. government played a role in the outbreak and made a policy of denying the existence of B.O.W.s as a matter of national security, the actual evidence against Umbrella was contestable, and the trials continued into 2003, only to conclude when Dr. Albert Wesker provided a sample of Umbrella's own research data, proving their guilt. The loss of the trial bankrupted the corporation, while its CEO, Oswell E. Spencer, went into hiding to escape an arrest warrant from both the United States and the Russian Federation. The actual nature of this data was classified, and the public at large was not aware of B.O.W.s until the Terragrigia Panic in 2004. WP Corporation, TRICELL, and other companies in the pharmaceutical industry also faced backlashes when it was discovered that Umbrella's bioweapons research was indirectly aided by them through the purchase of chemicals. To avoid a financial collapse, the Federation of Pharmaceutical Companies provided prosecutors with additional evidence to be used against Umbrella after being offered amnesty. The Bioterrorism Security Assessment Alliance (BSAA) was founded to counter potential threats of bioterrorism faced by Umbrella's collapse. In 2005, Dr. Curtis Miller took part in a series of bioterror attacks in and around Harvardville as revenge for the death of his wife and daughter in Raccoon City. It was later discovered he had been radicalized by Dr. Frederic Downing, an ex-Umbrella researcher within WP Corporation, as a means of faking his death in a terrorist attack and escaping with viral weaponry. This scandal led to WP Corporation's collapse and subsequent purchase by TRICELL. Raccoon City arose again as a political issue in 2013, when President Adam Benford made the decision to publicly reveal the US involvement with Umbrella. However, The Family instigated a bioterror attack in Tall Oaks on the day of his speech to silence him. Whether his successors have continued, Benford's policy is unknown. In 2017, survivors and bystanders of the destruction of Raccoon City and their descendants were noted by mass media news coverage and documentation to still face societal difficulties, including stigmas and discrimination from within the United States due to the infamy regarding the 1998 viral outbreak and its widespread ramifications. 1.3. The Arklay Mountains is a Midwestern American mountain range situated mostly or entirely within Arklay County. The Arklay Mountains are part of the wider Raccoon Forest region, and until the 1998 viral outbreak was a major tourist attraction for the state. Located on the outskirts of Raccoon City, the Arklay Mountains faced heavy traffic from the notorious Umbrella Corporation, which maintained several large facilities in the region, including the Arklay Laboratory, Birkin's laboratory, and the Umbrella Executive Training School. The Arklay Mountains are situated northwest of Raccoon City and are a popular hiking and camping destination frequented regularly by Raccoon's nature-loving populace as well as the tourists to the area. Most of the Arklay region is unused and is almost completely covered with heavy vegetation. The Arklay Mountains are classified as a temperate hardwood forest, with the region being dominated by Pine trees, Maple trees, Oak trees, and other native plant life such as Raccoon City's signature-colored herbs. The herbs were first discovered in the Arklay region and are often used for medicinal purposes both locally and abroad. The Arklay Mountains are well known throughout the medical community, with the green, blue, and red herbs having revolutionized the healthcare industry and garnered massive profits for pharmaceutical companies (including, but not limited to, the Umbrella Corporation). Each herb has its own unique medicinal value and has no known side effects associated with its use. They can be mixed and converted into a capsule or powder form to achieve different curative effects. The herbs can be found in many areas of Raccoon City, including several of the city's key public buildings, such as the Raccoon Police Station. The citizens of Raccoon City have also been known to keep the herbs in their houses and places of employment for decoration or use. The Baker family from Dulvey, Louisiana, appeared to have visited the area at some point due to a picture in their house titled "Arklay Mountains, July 7, 1991". After the t-Virus outbreak caused by Queen Leech in the summer of 1998, the mountains and surrounding forest became considerably more dangerous for travel. Certain Umbrella experiments escaped some of the facilities located in the mountains, killing various people throughout the mountains, including out-of-state tourists, hikers, and residents. Becoming known as the Arklay Mountain Murders to the public and the Mansion incident to officials, the increasing attacks were unable to provide any definite leads on potential suspects, closing off the mountains and prompting R.P.D. to deploy S.T.A.R.S. In addition, before these events, Hikers were known to disappear into the mountains only to never be seen again. Either due to being lost in the thick fog that often envelopes the forest or being lured to their deaths at the hands of one Al Lester. Some notable locations are Arklay Laboratory, Umbrella Executive Training School, Mendez River, Victory Lake, Circular River, Marble River, Aimes River, and Route 6, where the Raccoon Police Department sets up one of the several roadblocks here to prevent access to the Arklay Mountains after reports of mysterious creatures appearing and murdering people. 1.4. The Spencer Mansion was a mansion in Arklay County, United States, several miles northwest of Raccoon City within Raccoon Forest. It was designed by George Trevor of Trevor & Chamberlain fame and completed in November 1967. Although officially serving as a resort for Umbrella Corporation executives and distinguished clientele, actual guests were rare if at all existent, and the mansion was primarily used as office space for the underground Arklay Laboratory complex, a top-secret facility used for the clandestine bioweapons research known to The Pentagon, with the mansion serving as a façade to hide the shipments of personnel and equipment in plain sight. In May 1998, the mansion was contaminated by an outbreak of t-Virus, the mind-altering effects of which led to a deterioration of authority as cannibalistic murders, animal attacks, and shootings became commonplace. The facility was deemed lost in July after several attacks in the forest reached national headlines, and to cover up the research, the Umbrella-funded S.T.A.R.S. police force was sent in to destroy the facility during a police investigation of the area, accomplishing their mission on 25 July. Due to the restrictions imposed on the region by the US military and the CDC, no attempts since 1998 have been made to investigate the ruins. 1.5. Stone Ville was a small village in Arklay County and was located to the northwest of Raccoon City, in the Arklay Mountains. Its fate following the destruction of Raccoon City and the surrounding area is unknown, but depending on its distance, it may have survived the destruction. It was the home of the Arklay County Sheriff's Department, many members of which were involved in the Raccoon City Destruction Incident. Stone Ville was built in the mountains and was near a water source adequate for fishing. 2. Tall Oaks was a small city in the New England region of the Northeastern United States. In 2012, it had a population of roughly 77,000 people, in comparison, making it one of the top twenty cities in New England. Tall Oaks was founded in the early 1600s by English settlers and was a safe haven for The Family, a fraternity that made its homestead in one of the mountains. Tall Oaks' history during the chaotic early formation of the New England colonies is uncertain, though it became a thriving municipality in the centuries after. By the 21st century, the city had expanded to incorporate the prestigious Ivy University, and its economy was supported by a dedicated subway system. Tall Oaks was destroyed in a missile strike in June 2013 as part of an emergency sterilization operation to contain an outbreak of C-Virus. This incident was soon uncovered to be part of a coup d'etat. It is known that Tall Oaks was close to a river and possibly a stretch of coastline on its south side, while the northern outskirts near Tall Oaks Church reached mountainous terrain. Ivy University occupied a central location in the city as its own landmark. The city's planning was well thought-out, with a wide array of stores from gun shops to cafes neatly lined out around the subway stations. Notable locations include Tall Oaks Station, Modern Red, Sizemore Park, After Hours, STAGLA Gas Station, Berke's Gun shop, Forest Cemetery, and Tall Oaks Church. What is now the Tall Oaks outskirts was the site of a Native American nation that frequented or exclusively inhabited the caverns. These caverns were the site of meetings and rituals, but were abandoned for unknown reasons prior to the 17th century. These caverns were discovered in the early 17th century by English colonists, who settled Tall Oaks nearby, and the Tall Oaks Church was built over an entrance to the caves to keep them secret. The town itself got its name from the tall oak trees that populated the northeastern coastal forest when the settlement was made. Over the course of British America and the succeeding United States' existence, Tall Oaks remained small but well developed, with the city itself reaching a population of some 77,000 by 2013. In spite of this, it had a well-developed subway system and hosted Ivy University. In June 2013, Tall Oaks was hit by an outbreak of C-Virus, deliberately triggered by a rogue element within the United States government as a pretext for both the assassination of President Adam Bedford and the destruction of any evidence in a follow-up military strike on the city to contain it. The virus did not spread through typical fluid contact like the t-Virus, but instead as an airborne contaminant released as particulates by Lepotica. Within hours, the estimated spread had accounted for a casualty rate of 90%, climbing to near total by the following morning. 3. Terragrigia, described as a "floating city" or "aquapolis", was built in the Mediterranean Sea and destroyed in 2004 when bioterrorists attacked the city's populace. The city was constructed from scratch over an eleven-year period; it was the first city in the world to sustain its population with solar energy, giving this city the title of the most ecological city ever. In 2004, the bioterrorist organization "Il Veltro" targeted the city, opposing development due to its solar advancement, and launched a bio-terrorist attack using bioweapons descended from the former Umbrella Corporation's "Hunter" line, along with venting out a mutagenic virus into Terragrigian airspace. Media around the globe dubbed this event the "Terragrigia Panic." The Federal Bioterrorism Commission (FBC) responded to the attack on Terragrigia, later claiming to have succeeded in disbanding the terrorist organization. The Bioterrorism Security Assessment Alliance (BSAA) also participated in the event as a non-nation-aligned overseer. The panic ended when the city's solar energy matrix, Regia Solis, dependent on light from a reflective dish in geosynchronous orbit over the city, was programmed to reflect the full force of the sun's rays directly to it. With little atmosphere to refract it, thanks to the vertical beam from the panel, the city was heated up significantly. This can be seen in recovered footage, which shows a Hunter being incinerated in the heat and dissolving into the air. The FBC and BSAA were forced to abandon Terragrigia, letting the aquapolis become a mere history, as with Raccoon City. Over a year later, Terragrigia remained decimated and inaccessible; the remains of the city served as a reminder to the world of the looming threat of the biological weapons black market. FBC agents Parker Luciani, Jessica Sherawat, Neil Fisher, and 4-year-old Natalia Korda were present during the event. 4. The Kijuju Autonomous Zone is a self-governing region of an unidentified West African nation. Its official language is Swahili. According to an undefined report considered recent in 2009, the civil war that had ravaged the country came to an end with the overthrow of the government. Economically, Kijuju was relatively untouched by the war, owing to the mining industry. However, the country's railway networks were destroyed. A radio propaganda speech by the Instigator Majini makes mention of two ethnic groups, the Ye tribe and the Wanapi, the former apparently being a minority in the country, but the majority population in Kijuju. In the speech, he declares triumph that the Ye have successfully couped the Wanapi-led government and calls for a country-wide ethnic cleansing of the Wanapi. In 2008, the BSAA spy Reynard Fisher confirmed the presence of international fugitive Ricardo Irving in Kijuju. Irving was notorious for running black-market bio-weapons deals and testing B.O.W.s in Africa, and so it was suspected by the BSAA that bioterrorists may be present in the region. Fisher became aware of a blog being run by a local immigrant worker called Adam, which described the unusual and rapid increase in xenophobic nationalism. It also detailed the appearance of "tentacled" animal corpses and reports of decapitated dogs, which led to the BSAA's suspicion that Irving had gotten his hands on the Plaga parasites, which they had become aware of through the "Kennedy Report". In reality, it was not Irving who was leading the trade; he was merely the frontman. Irving was working for Tricell Inc, Africa's natural resources department, where he used the oil profits to fund the company's CEO, Excella Gionne, in her bio-weapons research program, working to achieve the goals of bioterrorist Albert Wesker. The Plaga parasites had been genetically manipulated for the purpose of becoming more 'marketable', while their release into the region was to demonstrate their potential to customers. By early 2009. The military was sent in to stop any further spread by having a large wall built around the city, cutting through a large portion of the region. 5. Lanshiang is a city in the People's Republic of China. The city is located on the estuary of the Kwanwing River as it flows into the East China Sea. In the late 2000s Lanshiang was a major centre for the Chinese economy with its foreign investment and proximity to coastline oil fields. Much of the city's infrastructure was destroyed during the 2013 bioterror incident. The oldest recorded building in Lanshiang is a Qing fort in Poisawan, which dates back to the 19th century, and it is possible the Chinese Navy operated a port at Yuenmon at this time. When the Dowager Empress Cixi declared war on the Eight-Nation Alliance in mid-1900, Lanshiang's provincial Zongdu recognized her authority for military forces in the area that took part in the war. By the war's conclusion the following year, Qing control over the region had utterly collapsed, leaving post-war Lanshiang a lawless region for several years as the British maintained an ineffectual hold over the area. Following the conclusion of the Chinese Civil War on the mainland, Lanshiang was modernized and saw a massive expansion in size as its population soared to some four million by the Millennium, boosted by both the People's Liberation Army Navy facility and the wealth of foreign investment in the area. This was taken advantage of by The Family, an American nationalist group, who oversaw the construction of both the Vinci Medical Research Centre and the Quad Tower, and the construction or acquisition of a mansion on the outskirts. In June 2013, Poisawan was attacked by a bioterrorist group under the pseudonym "Neo Umbrella", who used their army of J'avo to cause widespread panic and disorder throughout the city south of the river and spread violence into neighboring Waiyip. This prompted the intervention by the Bioterrorism Security Assessment Alliance and the much-anticipated return of Chris Redfield to the organization after six months of self-forced retirement. With the J'avo presence eliminated in the northern district of Tatchi, the BSAA organized a calm evacuation for precautionary reasons. On July 1, a missile was fired at the city from a Neo Umbrella-controlled aircraft carrier. Armed with a C-Virus warhead as a delivery system, its detonation released a cloud (or "fog") of the airborne virus across the city and infected all its surviving refugees, transforming them into zombies. 5.1. Waiyip is a district of the Chinese city of Lanshiang. It was one of the targets of a massive bioterrorist campaign involving the region. Waiyip is located on the southern bank of the Kwanwing River, bordered by Koocheng upriver and ending at the PLAN facilities in Yuenmon. Waiyip surrounds the slum district of Poisawan. Waiyip is densely packed, with tenement buildings often fulfilling various functions from residencies to stores to government offices, and massage parlours and hair salons were known to be run from the workers' apartments. Central Waiyip was the location of a UN office, which was close to Waiyip No.5 Park; the office was destroyed in a BSAA aerial strike in 2013. On the western side was the Waiyip Wholesale Market, which was a general market for meat and goods, and the Vinci Medical Research Centre, which was a Neo Umbrella operations outpost in 2013. 6. Edonia, officially the Republic of Edonia, is a country in Eastern Europe. It covers a small area within a mountain range and has an alpine climate for much of the year. Edonia's capital is the City of Edonia, with smaller settlements occupying the highlands around it. Its most spoken language is Serbo-Croatian. Since the end of the Communist regime, Edonia has suffered long-term economic stagnation and political extremism, made worse by the Edonian Civil War, which destroyed much of the country, leading to a UN intervention through the Bioterrorism Security Assessment Alliance. Its location is in the Balkan Mountains, Europe. Following the Second World War, Edonia was established as a Communist state, placing it in close ties to other neighboring Communist states. During the Autumn of Nations, the government was overthrown and replaced with a democratically elected parliamentary republic, and the command economy was replaced. By the 2000s, economic stagnation and unpopular domestic policies galvanized more radical factions within the military, and an attempted coup d'etat succeeded in capturing the City Hall. No longer able to govern, the Prime Minister dissolved Parliament. In the subsequent general election, the electorate largely opposed both sides and elected a new government supporting integration into the European Union. While the conservative faction in the military, which had supported the coup, was suppressed, paramilitary activities took their place. By 2010, the Edonian Liberation Army had won the support of a large portion of the population, further backed by mercenaries from neighboring nations, and the country fell into civil war. In 2010, the situation escalated into war between the Edonian government forces and the populist Edonian Liberation Army, which used the tagline of "La Vita Nuova", a line by the Italian poet Dante Alighieri from his collection of poetry of the same name. The militants were well-supplied, and the ELA commanders hired mercenaries (such as Jake Muller) to their cause. This escalation of violence occurred almost simultaneously with a similar revolt occurring in the Eastern Slav Republic, which saw the full-scale use of biological weapons obtained illegally through the black market. Thus, the Edonian rebels sought out bio-organic weapons for use in their own offensive. By 2012, the guerrillas were in control of much of the country's territory, moving out of the mountains and into an urban offensive. While the city hall itself was being used as a base of operations, at least one military base had also been captured, with the ELA gaining control of tanks, railway guns, and planes, the latter of which they would use for parachute drops. The ELA was then contacted by Carla Radames and Neo Umbrella, offering the organization three Ogroman bioweapons and the (then-unnamed) C-Virus under the guise of being a "performance enhancer". The latter of which would lead to the ultimate downfall of the insurgent army, as those infected with the virus devolved into the aggressively homicidal J'avo who would go on to massacre uninfected ELA troops and civilians alike. The country soon deteriorated into a full-on warzone with the arrival of the Bioterrorism Security Assessment Alliance, who were tasked to intervene in the crisis. Although the organization had swiftly handled a prior outbreak of C-Virus zombies at the Marhawa School in Kudahnkan, they were unprepared for the resistance they would face from the J'avo, who (unlike the aforementioned zombies or even the Majini) were extremely intelligent, heavily armed, well organized, and capable of instantaneously healing injuries or mutating into even deadlier forms. Thus, the conflict would draw out into a gruelling campaign lasting well into the winter and resulting in high casualties on both sides. This ongoing conflict utilized heavy artillery and caused the widespread devastation and bombing of several major towns and cities, destroying cultural landmarks and eliminating access to trade routes, basic utilities, and much of Edonia's core infrastructure. Ultimately, the BSAA was able to score a decisive victory in the Edonian War on Christmas Eve. By late 2014, the U.N. had established an ongoing humanitarian relief effort in the country, and the Security Council passed a motion to keep stationing workers in the Republic of Edonia, as reported by The Dulvey Daily. 7. San Francisco was a city in the state of California, widely believed to be the origin point for the Global T-Virus pandemic in the novelization of Resident Evil: Extinction. In reality, the infection began with Raccoon City infectee Jim Knable, the only infectee that managed to survive the destruction of Raccoon City. During the crisis, the state governor gave executive authority to the Umbrella Corporation scientist Jaime Cerota, who tried to contain the disease in the Mission District. She and several police officers managed to kill all the infected, save for the last three who managed to escape and spread the disease to the entire city. Unfortunately, she was bitten during the fight, and she shot herself in the head after giving her last report to Dr. Sam Isaacs. Eventually, the city was overwhelmed. 7.1. Alcatraz Island is a small island 1.25 miles (2.01 km) offshore from San Francisco, California, United States. The island was developed in the mid-19th century with facilities for a lighthouse, a military fortification, and a military prison. In 1934, the island was converted into a federal prison, Alcatraz Federal Penitentiary. The strong currents around the island and cold-water temperatures made escape nearly impossible, and the prison became one of the most notorious in American history. The prison closed in 1963, and the island is now a major tourist attraction. In 2015, Alcatraz was the site of a viral outbreak orchestrated by Dylan Blake and María Gómez with the assistance of DARPA Bio-drone lead researcher Antonio Taylor, after he was kidnapped by Dylan's hired armed group. Dylan sets up his center of operations at the former armored base when Alcatraz was still a military outpost, using the cache of weapons he acquired through CIA agent turned arms dealer Glenn Arias. In base, Taylor is forced to create Mosquito Drones which can carry doses of t-virus, able to be cultivated through Licker Larva and controlled from afar. Additionally, Dylan genetically modifies and injects the t-virus into a great white shark called Megalodon, which swims around the vicinity of the island, killing creatures surrounding the area. After preparing his creation, Dylan releases drones onto tourists visiting the island in order to test out Taylor's inventions, as well as luring Leon Scott Kennedy, Chris Redfield, Claire Redfield, and Jill Valentine after he acquires information related to their activities since Raccoon City through hacking into a U.S. Department of Defense server. Successfully luring them to the island, Dylan initiates an outbreak in Alcatraz in which he unleashes all the drones on tourists in their group, quickly turning them into zombies. At the same time, Taylor had made a backdoor code in their programs in case a betrayal ever occurred and escaped their captivity, posing as a tourist among the group. Sometime after, the Redfield siblings are captured by Dylan and Gómez after being infected with the virus, leaving them in a slow agonizing state, with Taylor back in their custody. Meanwhile, Valentine and Kennedy discover the armory base and their laboratory, where Dylan beckons them to come forward in the prison compound. After arriving, Kennedy is left incapacitated after being injected with the virus by the drone, with Dylan disposing of Taylor in the process, forcing Valentine on the run and Taylor to hand Claire Redfield the program's backdoor code. At the same time, Rebecca Chambers and SWAT troops are dispatched towards the island after communication is lost with the group, and the latter falls to the Megalodon, forcing Chambers to arrive alone on the island. Chambers finds the weakened trio and cures them of their afflictions and pursues Dylan and Gómez. Kennedy successfully eliminates Gómez and reconvenes with the group, where they faced Dylon, a monstrous entity hybrid of Dylan Blake and Megalodon, after fusing together with t-virus assistance. With Kennedy, Chambers, and the Redfield siblings' efforts, Valentine is able to put an end to the creature and the culprits behind the outbreak. Outside the island, the five are picked up by reinforcement helicopters, which arrive to evacuate survivors and clear out remaining BOWs on the island. 8. The Village was a small, unnamed community located in a mountainous region of Eastern Europe. Notable landmarks in The Village include Luiza's House, Ceremony Site, Cave Church, Village Church, and Graveyard. There has been continuous or near-continuous human habitation of the mountain range for millennia. Although no exact age has been determined, Medieval folklore would indicate the region was once the heart of a powerful kingdom so ancient that nothing else was known of them. Ruins left by these people included the remains of an underground city and four towering statues carved in the image of the "Four Kings", who mysteriously disappeared along with the entire population they presided over. The village itself may have been established considerably later, with four people named in myth as its founders: Nichola, Berengario, Guglielmo, and Cesare, who was a nobleman. The Pagan roots of this community are evident in Nichola's stone idol of a goddess, and a steel icon of the mythological Norse creature, Hræsvelgr. During the Late Medieval Period, efforts were made by the emerging states to expand into the mountains. One such state was responsible for the construction of a castle to the south in the 15th century, later known as Castle Dimitrescu, which would be inhabited by Cesare's descendants. Over time, foreign powers attempted to establish Orthodox Christianity in the region. As such, the villagers were treated with suspicion and contempt by the more pious of soldiers who had set up their own fort to the west, who saw them as either heretics or Pagans; a practice which would last well into modern days. How successful these efforts were is uncertain, as even by the 19th century, it would remain a refuge for people such as Norshteyn, who were ostracized from their own communities due to their religious beliefs. Crystallized remains below the fort, and a stone relief depicting a demon with tentacles emerging from its head, suggest the Black God may have laid waste to the region during this time, possibly negating these attempts. In the years leading up to the 20th century, the successive generations of Nichola, Berengario, and Guglielmo would lose their power, surviving only as gentry and finally as the petite bourgeoisie. By at least the late Industrial Period, the Moreaus ran a clinic from an archaic reservoir in the north, the Heisenberg nobility established a mining factory in the region's northernmost alps, and the Benevientos became established dollmakers in the region, where they were known to operate from the seclusion of their fog-enshrouded home in the east. Only the Dimitrescus managed to retain noble recognition, though they had become regarded as dictators due to their tyrannical hold over the villagers for generations, resulting in them either abandoning their previous family lineage or the original ruling nobility dying out as recently as the 17th century, as suggested by the Baroque-style interior in their family castle, which had not become prominent until that time. During the 1918-1919 Spanish flu, the village suffered considerable loss of life from sepsis and pneumonia; with cemeteries full to capacity, many of its inhabitants were laid to rest in the local Potter’s Field. Among those who’d succumbed to the sickness was Eva, the only daughter of a local woman by the name of Miranda. Grief-stricken at the loss of her only child, Miranda wandered into a nearby cave, wherein she intended to take her own life, only to discover the Black God beneath the village. Upon making contact with it, she became infected with a mutagenic fungus known as the Mold, and in the process saw the memories of hundreds, if not thousands, of those who had died in the region spanning centuries, their consciousness and DNA consumed and assimilated with it; this included Eva, who had been devoured by it shortly after her burial. Convinced she could use her newfound abilities to bring her back to life, Miranda set her intentions on becoming the leader of the village, infecting the other villagers with the Mold to cure them of their sickness. Abandoning their Christian faith, they turned to worshipping her, interpreting her as a holy figure and a prophet of the Black God, thenceforth addressing her as "Mother". For decades afterward, Miranda would prey on their devotion, using them as test subjects to create the Cadou. A parasite she believed would turn its host into the perfect living vessel for a duplicate of her daughter's consciousness. Despite her extensive research, all her attempts to use the Cadou would prove unsuccessful, with most of her subjects either dying outright or mutating into Lycans, a pseudo species of wolf-like monsters that began populating an old stronghold just beyond the village's perimeter. As with many others in the village, the noble descendants of the four houses who had established the region in ancient times were also lured into being experiments by Miranda. Out of numerous failures over decades, which thinned their numbers, only Alcina Dimitrescu, Karl Heisenberg, Salvatore Moreau, and Donna Beneviento survived, developing unique and aggressive mutations while retaining (most of) their cognizance. Considered unsuitable as candidates for Eva's revival, their ancient birth rights were nonetheless recognized, and they were allowed to remain in the village to serve as its Four Lords. From the 1950s to 2021, the Four Lords each maintained a dictatorial rule over the village, which, under Miranda's control, was unable and unwilling to leave for help. Despite this, they were still revered and worshipped alongside Miranda, albeit reluctantly. Among the Four Lords, only Countess Alcina Dimitrescu seems to have garnered notoriety outside of the village, having inherited her rightful estate during the 1950s and reinstated her family's vintage winemaking techniques, which had fallen out of use since the Middle Ages, the most popular being Sanguis Virginis. Widely regarded as a tyrant, she was attributed to the disappearance of numerous female staff under her supervision. At least one attempt was made on her life from a local villager who attempted to stab her with a poisoned dagger rumored to kill demons and monsters, but after this proved unsuccessful, the dagger was sealed away along with his corpse in her ancestral crypt. In February 2021, Miranda succeeded in tracking down a suitable host for her daughter, the infant Rosemary Winters. No longer interested in preserving the village, Miranda's departure gave the Lycans an opportunity to expand their territory, and within a few short nights, nearly the entire population was killed, with Miranda and the Lords purging the rest upon her return. Miranda thereafter lured Ethan Winters, Rose's father, into assassinating the Four Lords, who were a liability to her. When the Black God at last awoke, the village was severely damaged by its emerging tendrils, and the ensuing assault by the Bioterrorism Security Assessment Alliance and the Hound Wolf Squad led by Chris Redfield. What little was left of the village was annihilated when an N2 Explosive at its core was detonated. 8.1. Culture in The Village. Over the course of its history, the village developed a unique culture that preserved traditions lost to much of Europe by the 21st century. Newspapers were outlawed under the decree of Mother Miranda to keep her inhabitants ignorant of the outside world, ensuring their complete devotion to her and, unbeknownst to them, her experiments upon them. Isolated from outside influences, superstitious beliefs and magical thinking persisted throughout the region. This was especially apparent in the ritualistic circles and candle-adorned shrines giving reverence to her and the Four Lords who served under her, whose unique mutations from the Cadou endowed them with abilities and physical deformities that seemed supernatural to the vast majority of villagers, who were unaware of why. Some understanding of Miranda's connection to the Four Lords clearly existed among the villagers, though the full extent of the villagers' knowledge on this matter is unknown, for while Miranda continued to be worshipped solely as a benevolent god or angel, no such loyalty existed for the Lords beneath her, who were reviled and feared for their atrocities upon the region. It is thus uncertain whether the villagers were indebted to Miranda due to her ability to manipulate them into viewing her as their protector, or because of the mind-altering effects of the Mold she used on them. Due to their unawareness of the complexities of Mold-based genetic engineering and their genuine belief in the occult, the villagers attributed the names of mythical creatures to Miranda's defective creations. Romanian words for "werewolves" and "vampires", Lycans and Moroi, were both used to describe the vicious wolf-like beasts and bat-like humanoid beings dwelling on the fringes of the village's outskirts. Countess Dimitrescu's daughters, three robed women able to dematerialize into swarms of flies, were referred to as "witches" by the locals, and an eerie elderly woman devoted to the Black God’s dark prayers was known only as the "Old Hag", who furthered Paganistic practices and ideologies in the village. As such, cloves of garlic and necklaces of bone adorned the homes of the villagers, whose terror of stepping beyond their homeland continued to enforce their devotion to Miranda in the hope of warding off evil. A particular religious fascination with goats also existed, with the earliest being the carving of two statues of men with goat heads. In later traditions, villagers would make wooden talismans in the shape of goats, which were kept in shrines, and hang the heads of goats throughout the village from the sides of their homes or in trees. Only one work of literature is known to have been produced in the village, a storybook written by an anonymous author titled Village of Shadows. It relays the tale of a young girl who becomes lost in a dense forest while picking berries with her mother, and as she ventures deeper and deeper into the wilderness, encounters four magical beings serving under a witch: The Bat Lord, The Dark Weaver, The Fish King, and The Iron Steed. The girl is trapped in a mirror by the witch but is freed by her parents at the expense of losing her father, who, in the end, gives his life fighting the witch as the woodland around them burns. 9. The Eastern Slav Republic, also known as BCP, is a country in Eastern Europe that formed after the fall of the Soviet Union (USSR). The capital of the Eastern Slav Republic is Holigrad, which was also home to the Presidential Palace. Several different languages were spoken and utilized in the country, including Russian, Ukrainian, English, and potentially Rusyn. According to maps displayed throughout the film, the Eastern Slav Republic's borders encompass the same geographical region as the real-world country of Slovakia, bordered by Hungary to the south, Ukraine to the east, and Poland to the north. The exact location of Holigrad is disputable, as it is pinned as being located in the eastern Volovec Mountains, while coordinates place it in the west near the real-world village of Valaská. Holigrad's architecture is a blend of 13-14th century Czech Gothic and 15-17th century Renaissance architecture, seen in places like Prague, while the presidential palace and the surrounding architecture mirror Ukrainian Orthodox architecture seen in places such as Kyiv. The region, like many other parts of Eastern Europe, is dominated by chernozem, a very fertile soil. Due to this, the Eastern Slav Republic was known for its agriculture and beekeeping. In the early 21st century, these regions were subject to the unearthing of natural resources. 9.1. Economy and Government of The Eastern Slav Republic. Like all countries that were part of the Soviet Union, the Eastern Slav Republic ran on an authoritarian, centralized, one-party Marxist–Leninist state as an official "Soviet Socialist Republic" (SSR). Towards the end of the Cold War, the country slowly transitioned into a more democratic market-socialist federal republic with the election of its first president. After the collapse of the USSR, the government of the Eastern Slav Republic fully embraced state capitalism. The country entered a transitional period that saw the complete privatization of land and industry by the country's cabinet, as well as the abolition of social programs and welfare. This resulted in a massive gap in wealth, opportunity, and prosperity between the aristocratic owner class and the proletariat worker class, functionally transforming the state into an oligarchic dictatorship. From 2011 onwards, Belikova's government and cabinet were dismantled, and a temporary government was installed through a joint venture between the United States and the Russian Federation to maintain social and economic stability until such time that the first democratic election could be held. 9.2. History of The Eastern Slav Republic. At the start of the Second World War, the country that would become the Eastern Slav Republic had the misfortune of being on the front lines of the conflict. It was quickly occupied and assimilated into the Soviet Union's eastern bloc, during which it suffered rampant bloodshed as the country fractured between two competing factions: the Nazi-backed nationalists and the Soviet-backed partisans. The partisans are known to have relied upon a system of underground tunnels that they used to move troops and supplies in waging guerrilla attacks. These tunnels outlasted the conflict and continued to survive underneath the city into the next century. Following the collapse of the Soviet Union in 1991, the Eastern Slav Republic gained independence from the Soviet Union, becoming a sovereign state for the first time in fifty years. Although the new government seemed, on paper, to embrace free market economics, international trade, and presidential democracy, they were condemned by the citizenry as being power-hungry oligarchs and ceding to business interests and the image and reputation of the republic, rather than the needs and well-being of the people living therein. By the 21st century, the president's parliamentary cabinet had become a small and tight-knit class of elite billionaires who succeeded in privatizing all land and industry within the state, thus centralizing production and resources once more. Eventually, the working class rose up in an attempted revolution, calling for direct democracy either through the succession and independence of Cossack lands or the arrest of corrupt government officials. While many supported the independence movement, few took up arms, as many were impoverished farmers, miners, or factory workers. The ongoing clashes between the government and the proletariat continued for several years with heightening intensity. What began as simple protests turned into riots, and eventually the government's further attempts at crackdowns led to resistance and further violence, sparking a bloody, several-year-long civil war that saw the death of many on both sides, as well as innocents caught in the crossfire. After several years, the republic's new president, Svetlana Belikova, became more lenient on the rebels in the hopes of limiting the damages and casualties sustained by both sides, as well as building a stable and attractive reputation with the European Union in an attempt to gain membership and earn the perceived legitimacy of the Eastern Slav Republic as a sovereign nation. A ceasefire was ordered, but the peace would be unfortunately short-lived. In 2010, it was discovered that the land occupied by the rebels had contained a wealth of natural oil. Svetlana had the military resume their offensive in what was declared an "anti-terrorism strategy". This sudden increase in state violence led the rebel fighters to become more radical and tactically organized under the leadership of elder Ivan Judanovich. The instability and eventual use of bio-organic weapons within the Eastern Slav Republic also led to the destabilization of a similar situation in the nearby Edonia Republic, leading to the Edonian Civil War. Unable to fight the oligarch-funded military forces, rebels turned to the use of bio-organic weapons provided by the honey-based snack company Med Yuriy to turn the tide of the conflict. However, Med Yuriy was actually a shell company owned by Belikova's family, and the plaga and bioweapons provided to the rebels had been secretly modified from the TRICELL-developed mass market variants by a team of Belikova's own scientists, including Mikhail Zilka (who was later executed after leaking information about the country's bioweapons program to Dr. William Gibson). Belikova's gambit was to intentionally engineer and provide faulty dominant-strain plaga to make the rebels think they had gained a significant strategic advantage against the oligarchs, thus becoming more aggressive and brazen in their attacks. All the while, the use of the plaga would both dwindle the rebel numbers internally and influence public opinion against the insurgents, painting them as mere bioterrorists and securing the aid and intervention of both the United Nations and the Bioterrorism Security Assessment Alliance. By February 2011, President Belikova had offered a secret compromise with the Council of Elders, promising them a share in the oil profits in exchange for them ending the rebellion. Surprisingly, the majority of the council agreed in confidence, bar the idealistic Judanovich, who continued the rebellion. This was ultimately part of a plan to destroy the council; having offered the compromise after the supplying of the Plaga, the leaders were expected to inevitably succumb to the parasites and perish, destroying the entire rebel leadership and ending the war with a decisive government victory. It was planned to be disclosed after the war's ending that the rebel leadership was executed by its own army before the war's end, a means of explaining their total disappearance. By this time, both the United States of America and the Russian Federation had became aware of the use of bio-weapons being used in the war, and a DSO agent was among a number of non-military forces that had been dispatched to the war-torn country, arriving on the ground just as the United States ordered an immediate evacuation of the country while new diplomatic policy was being discussed. Kennedy chose to ignore the order and continued with his initial mission of meeting up with the local informant, "Scarecrow". Upon meeting up with the Kennedy, "Scarecrow" had discovered Belikova's involvement, however was too critically wounded to speak, only managing to speak the words "beekeeper" and suggestively point towards a nearby Med Yuriy van before being killed by a Licker, which was controlled by none other than Judanovich himself. After being knocked unconscious, Kennedy was restrained and interrogated for information by two of Judanovich's men: Alexander Kozachenko and "JD", where he learned the rebel forces were planning to use the bioweapons in an attempted coup 'd'état, targeting the Presidential Palace located at the heart of the city. After retreating from government forces through the underground tunnels, Kennedy witnessed as Judanovich's condition worsened to the point of being executed by Kozachenko, and both himself and JD were attacked by several zombie-like Ganado. Kennedy managed to free himself from his restraints and aided JD in escaping the tunnels. During this time, Derek C. Simmons had hired Ada Wong, to acquire a sample of the Plaga for his own research. As the two had a complicated personal relationship, Simmons kept his identity secret from Wong throughout the mission. Ada entered the country under the guise of being a BSAA representative, allowing her to get close to Belikova and the country's oligarchs. Upon reaching the streets, Kennedy witnessed as the outbreak had begun to spread out of control, with dozens of Ganado roaming the street and attacking and infecting both unfortunate civilians and soldiers on both sides of the conflict. He joined the remaining rebels at a nearby church, where he learned that Kozachenko, now the new leader of the few remaining rebels, had sought to obtain the last remaining dominant Plaga, as it would be required to control the Lickers and carry through with the attack. After leaving the church, Kennedy followed Kozachenko in an attempt to convince him against using the parasite, during which time, the remaining rebel forces, including JD, were either infected or killed. Belikova, suspicious of Wong's true identity and motive, made inquiries to the BSAA after it was discovered she had left her quarters in the middle of the night, the BSAA denied the existence of any adviser of that name. Meanwhile, Wong had attempted and failed to secure Kozachenko's sample before he could use it. There, she would coincidentally cross paths with Kennedy once more and warn him of the plans to bomb the portion of the city that had fallen to the Ganado by sunrise. The following morning, Wong was arrested on the grounds of being a suspected Russian spy, whilst Kozachenko successfully reached the outer perimeter of the palace, unbothered by the inevitable deteriorating effects the parasite would have on his mind and body. He dispatched an army of Lickers, which had been stored in the Med Yuriy trucks, to eliminate the soldiers guarding the palace. Allowing Kennedy to sneak in and make his way down to an underground facility, Leon and an escaped Ada confirmed that Belikova was behind the terrorist attacks in her own country. At this point, Kozachenko and his Licker army attacked the facility, with only Belikova and her personal secretary surviving, having retreated behind bulletproof glass. President Belikova activated two Tyrants in order to take out Leon; Kozachenko and the Lickers. A third Tyrant attacked them when they reached the surface, finally being defeated by a tank commandeered by the two. After which, first two Tyrants succeeded in reaching the ground floor, only to be destroyed by American fighter jets, allowing agent Kennedy and Kozachenko to successfully depart from the palace. As President Belikova changed into a formal purple suit and prepared to address the public with a televised speech on the eradication of the rebels and her plans to see the country to a new, bright future in the European Union, she was informed that an occupation of the country had begun. Having retrieved intelligence that it was her regime that was developing and amassing B.O.W.s, both President Adam Benford and the Russian Prime Minister had putting aside their tense rivalry and agreed to a historic diplomatic joint-intervention of the Eastern Slav Republic. As the country's armed forces surrendered and the oligarchs were arrested, Belikova's regime collapsed and she was forced to vacate the presidency. The joint-operation saw the eradication of the Ganado, the provision of food and services and the end of fighting, thus allowing the citizens of the Eastern Slav Republic to rebuild and hold the first democratic election in the country's history. 10. Valdelobos is a mountainous region of Spain. Valdelobos has culturally been isolated from the rest of Spain, being the center of a pre-Roman city state and the home of Los Iluminados, a primal religion which survived Reconquista. In the 20th century the region was populated by a strict Catholic and feudal society centered around a cluster of hamlets near Salazar Castle, with the economy primarily being built around farming and coal mining and maintaining a self-sufficient culture which shunned modern technologies when not needed. Around the Millennium, the region saw a radical shift in favor of Los Iluminados worship which resulted in the wholesale slaughter of Catholics and outsiders travelling through the mountains, with their actions being enough to attract attention from the Spanish government. Following the 2004 discovery of bioweapons research in Valdelobos, Spanish authorities established a quarantine zone forbidding further travel in and out. The western footpath to the village begins just after a river crossing against don Jose's isolated premises. It goes downwards into a small valley side where another river runs through a dissimilar path. There are two sheds along this route, one of which was where a local villager was killed and left hanging inside. This area was booby-trapped with trip mines and bear traps. The center of Valdelobos itself features homesteads, a Farm compound, a Church with a cemetery, and a tall bell tower within the community itself. There appear to be several fortified Ganados encampments located near the village while an underground bunker complex has also been occupied and used to store weapons and equipment. Most villagers live in the village, although a few villagers tend to live further away from the main, central area of town. For example, the first house in the game seems to be closer to the border of the village, requiring a villager to take a path to the village and the outlying areas. An unseen villager also lives in a house next to the lake. When Leon kills Del Lago, he passes out in this person's house. There is also an abandoned cabin across the bridge near the farm where Leon, Ashley Graham and Luis Serra take refuge during a villager's mob attack. This path is beyond the farm, where a long-curved hill leads downward to a tunnel with a bridge above (the bridge for the Northern path.) On the other side lies a yard with trip mines and bear traps, and a lot of trees. The yard contains a run-down shed, a small house with a tightly nailed door and finally a large house, riddled with trip mines and at the end of the house is a room with a few cabinets and a closet where Luis Serra is being held captive prior to Leon's arrival. The southern path leading away from the village leads to the homestead of Bitores Méndez, the village chief. An exit leading out of his bedroom in the rear leads to an underground corridor at the bottom of a well. The corridor eventually opens out in another valley, which was being used as a prisoner compound for Leon and Luis. This easterly path is taken by traversing an underground passage from a small building in the village center. It surfaces in the Church cemetery, where a short walk uphill and past the church goes much further. A walkway against a cliff hedge overlooking a large lake leads travelers easterly towards a flat, rocky plain with high wooden fencing blocking off the drop down the cliff. A mine against the upper cliff was used for hiding an "El Gigante" until its release was ordered. After this area is a shallow marshland with a raised, wooden walkway going down the rest of the area. After this is the shoreline of a smaller lake that feeds the larger lake below. Going south via the lake and down a cliff edge, a complicated machine for changing the distribution of the river water can be used to reveal an underground passage through the cliffs. This passage leads to another, underground lake where a boat can be taken back to where El Gigante is released. This path is north of the farm and where a bridge leads across to a cabin (as mentioned above). Followed by two routes, one is a compound where two towers are seen, and it features an arena where Leon runs into the Chainsaw Sisters. Beyond that door is a compound with a basement in which a path is caved in. Ahead lies the two towers and a pair of red double doors at the end. The other route is a lengthy path leading to a pair of green double doors. An El Gigante is seen in the game. Afterwards, there is a porch near the latter of the two routes and a shed. Beyond there lies the gate leading from the village to Salazar Castle. To open it, one needs to use a False Eye possessed by the village chief. North of there is a lift that leads to a tunnel which at the end of it is a Yellow Catseye. A control room for the lift is also present next to the lift. Down the stairs leads to a gate. Beyond it is a warehouse that possesses several supplies, and it is the stage to fight the Village chief. 10.1. History of Valdelobos. Since ancient times, Valdelobos was under the control of a contemporaneously technologically advanced society who built up a large city in the region's vast caverns. What became of this society is uncertain, though a pagan cult known as Los Iluminados had emerged in the Medieval Period which worshipped the Plagas, a species of parasitic organism capable of influencing the mind of the host. In the late 15th century, the region was subject to an intense crusade spearheaded by Salazar, a prominent nobleman who went on to rule over the village from a castle. Persecution of Los Iluminados followers was extreme; victims were known to be formed into a line and executed by the sword or impaled on stakes and their bodies burned. The surviving Plaga parasites were confined within the caverns; apocryphal sources suggest Del Lago was alive at this time and was sealed within an underwater cave in the lake. Survivors of the cult remained in the region in secret; having formerly worshipped openly in a church, a makeshift shrine was fashioned in a cave system to the south of the lake, to be entered behind a waterfall. At least one castle was constructed above the ruins of the ancient kingdom, from where Salazar was able to deny the survivors'' access to the Plagas. A similar fort was built on a nearby island where the cult had also existed. Over the following centuries, Salazar's descendants continued to oversee and enforce matters in the region as feudal lords and castellans. While Spain's political and technological climate changed radically over the course of the 19th and 20th centuries, the region itself remained a time capsule, being in any case a remnant of the Spanish Old Regime. Possibly holding isolationist values, successive generations continued as though in a late 18th century mode of living, only using modern technologies such as trucks when it was essential for maintaining their otherwise self-sufficient community. By the end of the 20th century, the region fell under the control of the Ramón Salazar. Having inherited his titles as a child, Salazar was unprepared for the responsibilities expected of his family. While the villagers mythologized for the deeds of their first lord, the eighth was despised. Salazar, himself cut-off from the world, became the target of Prophet Osmund Saddler, who claimed to be the spiritual leader of Los Iluminados. After welcoming him into the castle, Salazar was easily manipulated into apostacy, renouncing his Catholic faith in favor of Los Iluminados. To atone for his family's sins, he ordered the caverns beneath the castle to be opened once more, described only as an excavation project to the villagers recruited as miners. A team of geneticists led by Saddler examined the mummified remains in search of surviving fragmentary DNA to allow cloning. Several years following the initial dig, the miners began suffering from an illness defined by painful seizures. Upon closer analysis it was discovered they had inhaled live spores, which regenerated complete Plagas within their chests. As research continued, the Plagas were introduced to the wider population through proselytism. On the first Mass after the harvest festival, Fr. Bitores Méndez introduced the villagers to Saddler, whose charismatic persona charmed them just the same. Over the following days or weeks, the converts submitted themselves to a baptismal ceremony where they were injected with a Plaga egg under the guise of their blood being purified of sin. Others were compelled to do so by loved ones who had already taken part in the ritual. Perhaps for those who refused totally, the village's abattoir became an execution ground for traitors. Some may have fled the region entirely. In each case, within days the baptized suffered severe chest pains resulting in hematemesis, and in all cases the children suffered severe nerve damage resulting in violent seizures before death. There is reason to believe there was violence committed by villagers who had suffered side-effects of parasitisation, though this is not conclusive. Following the proselytizing, the villagers, now Ganados, were compelled to follow orders by Saddler and his lieutenants - to kill outsiders. By 2004, the cult and its Plagas had become exposed to a limited degree to various organizations, placing attention onto the village. The Spanish government was aware at least that Los Iluminados was in control of the village, though may not have known of the murders committed by its followers. Following a leak by senior research Dr. Luis Serra, the "rival company" and Tricell were made aware of the Plagas and made plans to send in agents to retrieve samples. In the Autumn of that year Los Iluminados took part in the abduction of Ashley Graham, daughter of President Graham. She was smuggled into the village with the intent on baptizing her and planting her with multiple eggs so that when inevitably rescued she would be able to parasitize influential congressmen, senior military officials, judges and company CEOs. The intervention of the US government in tandem with the bio-weapons developers was not anticipated, and the villagers suffered heavy casualties as armed assailants attacked from different locations. As night fell, the survivors rallied to Salazar Castle where they tried and failed to halt the escape of Kennedy and Graham. Following the successful evacuation of Graham from the region, the Spanish authorities were made aware of the situation. Though the subsequent involvement of the Spanish Army lead to the annihilation of the Ganados, they failed to eradicate the Plagas and instead placed the mountains under quarantine. How strict this quarantine zone was guarded is uncertain, and there are several reports of former residents illegally entering the zone intent on recovering their homes. Many of these people were subsequently found to have been parasitized and, until the illegal raid on the village by Umbrella Corps in May 2012, allowed them to live their lives in isolation. 11. Rockfort Island was an island in the South Pacific Ocean. The island was taken over by the Umbrella Corporation in the 1990s to accommodate its growing paramilitary and included a concentration camp for enemies and traitors to the company. The island was left uninhabited in December 1998 following an attack by H.C.F., which resulted in the release of the t-Virus on the island's population. Though small, Rockfort Island's terrain was shaped by valleys and mountains, requiring the construction of bridges. Nothing is known for the island's civilian infrastructure. A concentration camp was located on the island and was quite extensive in its size. On the other side of a valley was the military training facility, in which anti-B.O.W. warfare was one such topic. Ashford himself owned two mansions on the island; one located near the military training facility and another on the other end of a second valley. An airport was also located on the island, which allowed for the shipment of supplies, personnel and B.O.W. cargo. This airport has not been seen, though it is known to have been large enough to support several C-130 Hercules. A second airport, or section of this airport, was hidden within a tunnel leading out to the coast and in which a sea plane was stored. 11.1. History of Rockfort Island. Rockfort Island was settled by a Hispanic community for several generations. At some point the island became the property of the aristocratic Ashford family, who served as its governors and owned a mansion on the island. When Alfred Ashford, 7th Earl Ashford, was appointed by Umbrella HQ to oversee the running of Umbrella facilities on the island in 1993, the locals were driven off the island or otherwise employed. A training camp for Umbrella's paramilitary was constructed on the island and opened the following year to accommodate the Umbrella Security Service. t-Virus B.O.W.s were also produced within this camp as a source of practical combat training. Along with the military base, Ashford also oversaw the construction of a concentration camp for the internment of spies and company traitors. Conditions in this camp were extreme, and over the next four years many prisoners were executed by guillotine or used as experiments, with some victims of this extreme brutality being loyal to Umbrella employees who asked too many questions. Growing mad with power, Ashford neglected to repair the decaying infrastructure constructed by the Hispanic settlers, and instead used prison laborers to construct a bridge crossing the valley between his two mansions, executing them upon completion out of disgust of the idea they may see his sister, Alexia, whom he imagined to live there. In December 1998, HCF infiltrated the island to gain information on the t-Veronica Virus, a Progenitor strain that was developed by Dr. Alexia Ashford in the 1980s. Former Umbrella USA researcher Dr. Albert Wesker had been aware of Dr. Ashford's research, and led the operation to retrieve a sample. Amid the chaos, the t-Virus was released from an underground laboratory at the training camp. During the actual attack, the island infrastructure suffered serious damage, and Umbrella's forces took heavy casualties from HCF's bombings and from escaped B.O.W.s. Several people were infected and, due to its mutagenic effects, mistaken for dead and prematurely buried in the prison's cemetery. These prisoners were able to dig themselves out during a storm. With Umbrella beaten, the few survivors made their way to the island airport, where C-130 transport planes were waiting. These planes were flown, with computer assistance, to the Antarctic Base which was also under the control of Ashford, and the site of a subsequent outbreak as infected individuals spread the t-Virus there. Among the remaining, uninfected survivors were Claire Redfield and Steve Burnside, two escaped prisoners; Rodrigo Juan Raval, an Umbrella Security Service member; an unnamed Umbrella researcher, and Ashford himself. Angry over the loss of the island and adamant that a spy was behind the attack, Ashford incorrectly assumed Redfield to be that agent, and made several attempts to shoot her, or otherwise send B.O.W.s after her, including a T-078 Tyrant. Ready to abandon the island, Ashford triggered a series of bombs under the island's facilities to contain the outbreak, though Redfield and Burnside were able to escape in time in another C-130. 12. Dulvey Bayou (Louisiana) is a swampy, humid landscape of interconnected waterways and rotting plantations. The "The Baker House" was protected by the natural isolation of the bayou, allowing the Mold to spread through the water and soil without the outside world noticing the disappearance of dozens of tourists. 13. Umbrella Europe Headquarters was the central regional branch of the Umbrella Corporation covering the European continent. At least eight laboratories operated under its jurisdiction, most directly administered by Umbrella HQ. The continent was also the site for the global headquarters of the corporate group's parent company, Umbrella Pharmaceuticals. Umbrella Europe is known to have been in competition with Umbrella U.S.A. in bio-weapons development. The Umbrella HQ is also responsible for establishing the company through marketing and business proposals to the public. Though, the only "business proposals" actually conducted were Bio-Organic Weapons reports. 14. The Antarctic Base was an expansive complex built by the Umbrella Corporation in Antarctica, south of the 82nd parallel. The base pulled double duty as a state-of-the-art research outpost and a transport terminal for licit cargo shipments. The facility functioned autonomously from other corporate divisions, being the only facility within Umbrella South Pole. 15. Sheena Island is an island off the coast of Europe, with a smaller island located nearby. The island was populated by at least one town and was home to several Umbrella Europe facilities, with the international pharmaceutical giant having effective control of the island. The population was wiped out in 1998 following the outbreak of a t-Virus strain. The Sheena Island culture was of a Fascist disposition supported by Umbrella HQ. Citizens were indoctrinated with these values, and it was expected their loyalty to the company would be unwavering. There was paranoia among councilors that fellow citizens not sharing this loyalty was treasonous, and their execution was justifiable. The citizens had their own xenophobic ideals, that the world was ultimately divided into two races: the superior race which consisted of themselves and Umbrella employees, and an inferior race consisting of anyone else. The only contact with the latter came in the form of human test subjects abducted by Umbrella, who were often taken to such places as the arcade for their mental well-being before more experiments. These people, often children, were frequently drugged and suffering from mental health problems due to their incarceration. Consequently, the poor appearance of outsiders served as proof of their inferiority. 16. Sushestvovanie was a solitary island somewhere in the Baltic Sea, located far from North Europe with no other islands in the vicinity. This place was first visited by settlers in the early 20th century and soon they developed an expansive mining network. Underground resources were once abundantly produced, with the island entering a period of prosperity despite being so remote. It was home to a single town which became vibrant during this golden period, boosted by the migration of many from the mainland to help dig beneath the ground and enjoy a rich life appropriate to the labor. But the resources were limited, and by the late 1970s the mines inherited from their settler ancestors were depleted and soon ceased to produce anything of value for the natives. The sterile land could not grow satisfactory crops because of the severe climate and there were no good fishing grounds in the surrounding waters. This island quickly fell into poverty, and many decided to abandon their homeland and leave. However, there were small signs of a resurgence whenever a new dig site was found in the unique geology of the mountains. 1988 was a particularly good year for the mining business, but just six years later the mines had become dangerous thanks to increasing desperation to uncover new resources. The industry wasn’t producing any money at all and by 1994 its workers were made redundant. Soon the island was forgotten by the outside world; its population was reduced to just a few hundred, and it was left out of most geography books and maps. Some people referred to Sushestvovanie as Seym; the forgotten island. Salvation appeared in 2000 when Alex Wesker visited, carrying the smile of a saintly woman and backed with inexhaustible wealth. Alex praised the dying isolated island as the ideal place she had been seeking. She made great promises to the desperate islanders, promising a program of re-governance and rebuilding if they accepted her. She promised to return prosperity to the island after her subordinates identified the island as having geologically and climatically optimal conditions for researching new drugs and pharmaceuticals. She began building expansive new facilities and expanded the existing mine network, recruiting the islanders and providing them with employment. Over a period of six years the island's economy recovered, and the populace began to refer to Alex as their savior. It seemed like a spark of life had returned to this solitary place once again. By 2006 the new facilities were finally ready, and Alex relocated to Sushestvovanie full-time. The residents of the island continued to prosper and truly saw her as their savior. Under her orders outsiders were banned from travelling to the island, and its existence was purged from almost all records. But it was all just a ruse, and over time the islanders were used as test subjects for the so-called fear experiments as Alex and her research team developed and perfected the t-Phobos virus. To cover up the disappearances, Alex had the islanders sign one-year contracts to work down the mines so their families would not get suspicious. By 2011, the island was all but deserted following an outbreak of Uroboros and a B.S.A.A. clean-up. Sushestvovanie is an unofficial term and can also be referred to as ‘Ostrov Sushestovania’ meaning the ‘island of existence.’ The local dialect was Russian. Notable location is the following: 16.1. PRISON – An old, dilapidated detention center situated on the coastal bluffs near a small dock. It was originally part of the old mining system before being converted to a correctional facility after the resources became depleted on this part of the island. Remnants of the monorail system still exist today. Many of the windows have been blacked out, and the experimental block has been outfitted with all manner of torture devices as the prisoners were subjected to fear experiments. Security devices were also installed such as spinning blade traps, and a fire-breathing bust was placed at the main entrance to stop the experiments escaping. There was often futile escape attempts made, and one prisoner successfully pulled out the bricks of his cell and out into a small tunnel. The prison exterior contains an old watchtower and razor-wire perimeter fencing. It also has a rear entrance that leads out into the forest valley. 16.2. RADIO TOWER– A large tower located at the top of a picturesque valley on the outskirts of the forest. The tower is primarily used for communication with the mainland. Alex Wesker had the signal jammed so disrupted communications, but signals were still capable of getting out, albeit delayed. Climbing atop the tower would afford a view of the entire island. 16.3. FOREST– A majority of the island is blanketed by lush, beautiful forest which extends around the large central cliff at its heart. It is home to an abundance of wildlife, and the remnants of several old settlements are hidden within. By 2011 they are all abandoned, and only dilapidated wooden husks remain. 16.4. FISHING VILLAGE– A small settlement located at the bottom of the island by the beach. Although fishing stocks in general were poor on the island thanks to the harsh climate, the villagers did enough to get by. It is windswept and surrounded by overgrown fields and the base of the cliffs. As well as houses there is a church and a tavern named the ‘Wossek’. In 2008 an explorer landed near the village via helicopter after arriving looking for adventure. Under orders from Alex, he was imprisoned by the locals and locked away in the village. As the locals continued to disappear, the explorer was abandoned and eventually starved to death. 16.5. TOWN– This was the main urban center of the island and where a majority of the population resided. People lived inside several accommodation blocks alongside a children’s play area, and the town also housed a slaughterhouse district, industrial zone and a small transportation and road network. Most of the people here were used in t-Phobos experiments and the remainder as raw materials for Uroboros experiments. Alex took over the factory district and bought out the owner who had kept it in his family for generations. 16.6. MONUMENT TOWER– This large tower was the central hub of Alex Wesker’s operations. She based herself at the top and had a penthouse suite fitted as well as laboratory facilities and a control station for operations all across the island. Large super-computers were installed to help with the digital upload of her own consciousness onto her chosen vessel. At the bottom of the central atrium, the tower was used for storage and underground was an old mausoleum and a connection to the sewer network. 16.7. MINES– An expansive network of underground tunnels that were constructed generations ago when the island was rich with natural resources. The mine entrance is located at the top of a nearby water treatment farm. This leads to a landfill area and a colliery leading down underground. The mines stretch out for several levels, although some are contaminated with toxic gas being emitted from nearby fault lines. 16.8. LABORATORY– Located beneath the mines, the laboratory was constructed out of natural caverns in the rocks. A bridge crossed over a large chasm to a lavish, mansion-themed residence which was home to the chief researcher of the science projects. Beneath the mansion was a laboratory built over two levels. A cultivation plant was constructed when Alex and her team came into possession of the deadly Uroboros Virus. The lab ran under two levels of security, with Level 2 reserved only for authorized personnel and the most dangerous experiments. 17. Harvardville is a city in the United States. Very much like Raccoon City, it had a population of 100,000 and housed a powerful bioresearch company, in this case WP Corporation. 18. Le Chant de la Sirene was a restaurant located in the Promenade of the Queen Zenobia and its sister ship, the Queen Semiramis. It was located in the center of the Promenade, across from Café de Louvre. The restaurant was affected by the Queen Zenobia incident and was decimated with the rest of the ship in 2005. The building is two stories high and has a balcony. A neon sign with the name of the business hangs above the doorway. There is an exit on the second floor leading to the bridge. There is a storage room connected to the building that leads underneath the opposite bridge. A shutter near the entrance is closed and possibly serves as a Colombian Roastmasters Café storefront. 19. The Queen Semiramis was a luxury cruise liner operated by the Paraguas Line Company. It was a carbon copy of its sister ship, the Queen Zenobia. It was named after Semiramis, the queen of Assyria. 20. The Queen Zenobia was a cruise liner operated by the Paraguas Line Company until 2003. It was used as a base for the bioterrorist organization Il Veltro in 2004; following that it was used for a year as a secret, military-funded laboratory to test the t-Abyss Virus. The ocean liner was named after Zenobia, the queen of the briefly existing Palmyrene Empire in Syria.

Races & Cultures

RACES: Humans are the only race. Everything else is a condition, not a species. 1. Humans (Baseline)-Most of the population. They are physically vulnerable and generally unaware of the bio-warfare occurring in the shadows. 2. The Mutants- They’re biologically altered by viruses or parasites, but not a separate species. 2.1. Infected Humans- These are humans who have been exposed to various pathogens and retain SOME human traits after infection. They are categorized by how the infection manifests. (EX. Some have zero intelligence and an insatiable hunger. Others have retained their intelligence, can use weapons, and follow a hive-mind leader. They could also turn into jagged, ink-black creatures.) 2.2. Superhumans– These are humans who have been exposed to various pathogens and still retain intelligence and control. They are a rare class of individuals who possess unique genetic makeup, allowing them to bond with a virus rather than being destroyed by it. (EX. Gain unique supernatural abilities like extreme growth, magnetism, superhuman speed, strength, and regenerative abilities through a prototype virus while still maintaining their human physiology, intelligence, and personality.) 2.3. Bio-Organic Weapons (B.O.W.s)-These are not "born" but manufactured. They are purpose-built creatures designed for combat or assassination. They originate from Humans, Animals, Plants, Insects, Reptiles, and Fungi. Examples: Tyrants (human-based), Hunters (human + reptile DNA), Lickers (mutated humans), Molded (fungal-based humanoids), and Nemesis (Tyrant + parasite) GROUPS: 1. The Global Guardians. These are the "good guys," but they are often bogged down by jurisdictional friction. 1.1. The BSAA (Bioterrorism Security Assessment Alliance) is an international counter-terrorism organization sanctioned by the United Nations. The BSAA was established as a means of more effectively combating the growing use of biological weapons following the collapse of Umbrella Pharmaceuticals. Originally founded and funded by the Federation of Pharmaceutical Companies as a private paramilitary agency, the UN allowed its continued private funding as late as 2009, understanding that footing the bill on terrorism-affected countries was counterproductive. The BSAA became the world's leading counter-bioterrorism organization under the auspices of the UN after the disbandment of the Federal Bioterrorism Commission (FBC). 1.1.1. BSAA’s View on Tricell: The BSAA’s history with Tricell is defined by a massive conflict of interest and eventual betrayal. (Pre-2009) For years, the BSAA viewed Tricell as its primary patron. Tricell was one of the founding members of the Global Pharmaceutical Consortium that was funded and equipped with the BSAA. They were seen as "good guys" helping to clean up Umbrella’s mess. Tricell was using the BSAA as a private security force to protect their illegal research sites. After Chris Redfield and Sheva Alomar exposed Tricell's involvement in the Uroboros project in Africa, the BSAA’s view shifted to total hostility. The company was liquidated, but the scandal almost destroyed the BSAA’s reputation, leading to internal paranoia about corporate donors. 1.1.2. BSAA’s View on The Connections: The BSAA views The Connections as a high-priority criminal syndicate, but one they have struggled to pin down. The BSAA has been hunting for The Connections for years, specifically regarding the development of the "E-Series" (Eveline). Internal lore suggests the BSAA "botched" a raid on The Connections years ago, which allowed the syndicate to go further underground. The BSAA is in a "capture or kill" mode regarding The Connections' assets (like Lucas Baker). However, there is a growing conspiracy theory that higher-ups in the BSAA might be working with The Connections to acquire their mind-control technology, which is why Chris Redfield eventually goes rogue. 1.1.3. BSAA’s View on TerraSave: The relationship with TerraSave is one of mutual respect but professional friction. Since many BSAA founders are close with TerraSave leaders, the two groups often cooperate. The BSAA provides the muscle, and TerraSave provides the disaster relief and victim advocacy. The BSAA views TerraSave as a bit "idealistic" and "bureaucratic." TerraSave often protests against the very pharmaceutical companies that fund the BSAA, creating political headaches. 1.1.4. BSAA's View on the DSO (Division of Security Operations): The relationship between the BSAA (U.N.-backed) and the DSO (U.S. Government-backed) is defined by jurisdictional friction. "You are too secretive." As a U.N.-sanctioned body, the BSAA operates globally. They often view the U.S. government's refusal to share intel (to protect national secrets) as a hindrance to saving lives. The BSAA often views the DSO as being too protective of American interests. Because the DSO answer directly to the U.S. President, they often block the BSAA from investigating incidents on American soil to prevent international eyes from seeing classified U.S. bioweapon history. Field agents often clash. Chris (BSAA) and Leon (DSO) are forced to work together, but they represent two different philosophies: Chris is a soldier in a global army, while Leon is a specialized operative dealing with state-level conspiracies. The BSAA views the DSO as secretive. The DSO often "forgets" to share intel on global threats if that threat originated from a U.S. government project (like the C-Virus). 1.1.5. BSAA’s View on The Umbrella Co. or Blue Umbrella: This is the most strained relationship. The BSAA officially partners with Blue Umbrella, but they don't trust them. Because Blue Umbrella is legally prohibited from having its own standing army, they are forced to use BSAA soldiers to carry out their "cleanup" missions. Blue Umbrella claims they are made of former employees who want to "atone" by creating anti-B.O.W. technology. The BSAA leadership accepts this because Blue Umbrella’s tech (like the Albert-01 pistol and specialized filters) is the best in the world. Chris represents the "boots on the ground" view. He openly complains about working with them, viewing the Blue Umbrella logo as a "stain" that shouldn't be allowed to exist, regardless of their new "good guy" mission. "We don't trust you, but we need your tech." They are tolerated only because their anti-B.O.W. technology is superior to anything else. 1.2. The DSO (Division of Security Operations) is an American-led anti-bioterrorism agency under the jurisdiction of the United States federal government 1.2.1. DSO's View on BSAA: The DSO views the BSAA with a mix of professional respect and extreme wariness. The BSAA is a United Nations-sanctioned body. This means if the BSAA investigates a site in the U.S., they report back to the U.N. The DSO hates this. They view the BSAA as a potential security leak that could expose the U.S. government’s own historical ties to bioweapons (like the Solaris or FBC incidents). They cooperate when the threat is global (like the C-Virus), but the DSO generally keeps the BSAA on a "need-to-know" basis. Leon Kennedy (DSO) and Chris Redfield (BSAA) are friends, but their agencies are constantly in a tug-of-war over who gets the data and the samples. They view the BSAA as a blunt instrument. When outbreaks happen on U.S. soil, the DSO often blocks the BSAA to prevent international intervention in American affairs. 1.2.2. DSO's view on The Umbrella Co. or Blue Umbrella: The DSO is the agency that keeps Blue Umbrella on a short leash. Since Blue Umbrella is prohibited from having its own military, the DSO monitors them to ensure they don't revert to their old ways. The DSO views Blue Umbrella as a valuable laboratory. They are happy to let Blue Umbrella develop anti-B.O.W. tech, but they keep a constant surveillance net over their executives. If Blue Umbrella breathes the wrong way, the DSO is the agency that will shut them down. 1.2.3. DSO's view on Tricell: To the DSO, Tricell was the ultimate failure of oversight. The DSO views the fall of Tricell as proof that "Big Pharma" cannot be trusted to self-regulate. Tricell’s betrayal in Africa is the primary reason the DSO became so aggressive and secretive—they realized that even "allied" corporations were likely using the BSAA to hide their crimes. The DSO now actively monitors global stock shifts in pharmaceutical companies to predict where the next bio-threat might emerge. 1.2.4. DSO's view on The Connections: The DSO views The Connections as a direct threat to National Security. Unlike the BSAA, which tries to kick in doors, the DSO treats The Connections like a foreign intelligence agency. They focus on tracking money and digital footprints. The DSO is obsessed with capturing "The Connections" leadership to prevent their "E-Series" (mind-control) technology from falling into the hands of hostile nations. To the DSO, The Connections aren't just criminals; they are a threat to the concept of the sovereign state. 1.2.5. DSO's view on TerraSave: The DSO’s view on TerraSave is purely tactical. The DSO uses TerraSave. When an outbreak happens, the DSO does the "dirty work" (assassinations/sanitization), and they are happy to let TerraSave handle the "clean work" (humanitarian aid). However, they view TerraSave’s activists as a liability. If TerraSave discovers a secret the U.S. government wants buried (like the truth about the Raccoon City cover-up), the DSO will not hesitate to stonewall or discredit them. They love Claire Redfield because she's a hero, but they fear her because she's a whistleblower. 2. Neutral: The Umbrella Co. or Blue Umbrella- Following the bankruptcy of the original Umbrella, a reformed division called "Blue Umbrella" emerged to clean up the mess.
