Set in the 1980s this world is populated and set in a history much like our own. With the exception that this world is populated with a small fraction of people with superpowers abilities. But with the constant destruction superheroes arrived to stop the rampant crime by the first supervillians first in New York in the 1950s. However by 1979 the USA was the first to implement the Vigilante Act which banned every non company or government sponsored hero work. This forced the vast majority of superheroes out of business and underground. The legal so called "superheroes" are corrupt and more concerned with fame and glory rather than helping the public. Vigilante's are illegal superheroes who prowl the streets outside the law and try to help those in need. The main focus is in New York which has the most superhero, supervillian and viglante activity in the world. This world is gritty, noir and cynical as the general public is frightened as continued use of superpowered people by international governments and countries makes the international stage dicey at best.
